Jude Bellingham of Borussia Dortmund is recalled but there is no place for his former Bundesliga teammate Jadon Sancho after his early struggles for form at Manchester United.
A 25-man squad has been named with Marcus Rashford back in the fold and the old guard of Harry Kane and Raheem Sterling firmly in place and looking to shake off their lack of goals at club level, Southgate choosing for the moment to largely stay faithful to his Euro 2020 stars.
"We've kept a reasonable amount of consistency really with the group that was with us in the summer that did so well," said the England manager.
Last month's draw against Hungary leaves England still needing a maximum of four points to secure their place at the tournament next winter.
